Her sudden passing has left family members, friends, and loved ones devastated as they struggle to process the loss of someone who had so much life ahead of her.
Authorities confirmed that Janea Elizabeth Osier, a resident of Mount Pleasant, was the victim in the late-night shooting that occurred in Burlington. According to police, officers were dispatched to the 1500 block of Agency Street at approximately 11:20 p.m. after receiving a report that a person had been shot.
When officers arrived at the scene, they found Janea suffering from what appeared to be a single gunshot wound. Emergency responders worked quickly to provide aid, and she was transported to Southeast Iowa Regional Medical Center in hopes that her life could be saved. Tragically, despite the efforts of medical personnel, Janea was later pronounced deceased, leaving her loved ones facing unimaginable grief.
At just 19 years old, Janea was only beginning her journey into adulthood. She was a young woman with dreams, hopes, and a future that should have been filled with opportunities and milestones. To her family, she was a beloved daughter and relative. To her friends, she was someone who brought companionship, laughter, and memories that will now be cherished forever.

Her loved ones will remember her not for the tragedy that ended her life, but for the moments she shared with them—the conversations, the smiles, and the memories that will forever remain in their hearts.
During the investigation, authorities identified a suspect in connection with the incident. Kaysean Rice, a 22-year-old from Mount Pleasant, was taken into custody by the Mount Pleasant Police Department and transported to the Des Moines County Correctional Center. He has been charged with second-degree murder, reckless use of a firearm, intimidation with a dangerous weapon, and violation of a no-contact order.
Officials have stated that a criminal charge is merely an accusation, and the defendant is presumed innocent unless and until proven guilty in a court of law. The investigation into the tragic incident remains ongoing as authorities continue working to gather all the facts surrounding what happened that night.
An autopsy has been scheduled for March 10 with the Iowa Office of the State Medical Examiner as part of the continued investigation.
